A useful list brief turns an idea such as agents in Florida into testable requirements. It tells the provider what a qualifying record looks like, what should be excluded and which questions must be resolved before a quote becomes a purchase.
Make every important requirement inspectable in a sample or count report.

Describe the offer and audience
Explain the business goal without implying that a list guarantees outcomes. Specify individual agents, broker owners, managing brokers or property managers as appropriate. Add acceptable alternative titles and explicit exclusions.
State whether rows should represent named people, offices or companies. If the campaign needs one contact per company, include that rule now rather than removing most of the purchased rows after delivery.
Define geography and field requirements
Name United States coverage and list the required states, counties, cities or ZIP codes. Explain whether office location, service area or property location matters. Identify mandatory fields separately from useful extras.
A sample requirement might be a named professional, a populated business-contact email, role evidence, company name and a specified location basis. Treat that as your requirement, not an assertion that every provider can fulfill it.
Specify the quality and delivery questions
Ask for verification statuses and dates, source categories, unique-person and email counts, deduplication rules and field completeness. Request a matched sample and the final file schema before deciding.
Include preferred format, encoding, stable IDs, update entitlements and the issue-reporting window. Ask what happens if the final filtered count differs from the quote.
Use a brief that can be reviewed
Keep the brief to a clear set of requirements and unresolved questions. Have the provider confirm each one, including limitations. A confirmed exclusion is more useful than an unexplained promise of comprehensive coverage.
Save the agreed version with the quote and sample. If geography or role rules change, obtain a revised count rather than assuming the original price and quality observations still apply.
